I think he sent them out last year for the statutory boards. I haven't seen anything for admin boards (not that I'd expect to).

I saw them last year a month or so after the board results came out. The numerical stats are already up on NPC.

I also can't remember the last time the stats identified a new theme. They seem to be pretty much the same for almost every board.

Biggest theme is: Removal of AZ/IZ designations generates many more AZ selections... ...many more. It is tougher to promote when IZ and BZ. Promotion dates move to the right on the career timeline. Not sure if this was the intent of removing AZ/IZ markers or an unintended consequence. Is this good for the communities and the Navy? Guess we'll find out. The year over year statistics tell us that half of the 56% who didn't select IZ last year (nine of 18 officers) were preferred over 53% of this year's zone. Two or three absolutely are and should've promoted last year. 4 or 5 are not. If boards measure performance, there is supposedly a huge quality difference in year groups between last year and this year. However, this board wasn't measuring performance; my guess is the way we write FITREPs forced it to measure lineal experience as a determining factor. Seems reasonable the trend will continue, and also reasonable the Navy will increasingly struggle to attract/retain/promote top human capital.

Yup, can't really argue with that.

A classmate of mine who spent time as a SWO detailer scoffed a bit when someone mentioned the removal of the AZ/IZ stamps. He said that everyone knew based on YG anyway, and removal of the BZ stamp is irrelevant because those records are still briefed the same way they were before. So, I'm not sure what is being achieved.

Fundamentally comes down to the FITREP and whether the reporting senior is willing to accept the responsibility (and it is a responsibility) to decide who should and who shouldn't be in a position of greater authority and responsibility. Most abdicate their responsibility to the board and it guesses the answer. I believe removing the AZ generates slightly more latitude to "preach someone into heaven", someone who might previously have again FOS'd AZ.

Understanding the policy provided by law, when a third of your selects are AZ, there is a problem somewhere. Is the quality of our officers declining at such a rate that we have to rely on who we rejected last year to perform 33% of our community business going forward? Or is it simply an organizational phase which will increase the value of seniority? Either is necrosis. Like many of us, I know most of the officers in both the AZ and IZ category for this year's cycle and have many friends in both groups. We should not have had that many AZ selects. However, the board doesn't have the insight of peers or subordinates or (apparently) supervisors. We desperately need 360 degree evaluations, especially if COs aren't meaningfully involved.

This might be throwing the baby out with the bathwater. Increase in AZ selections has been a trend for the past three years since implemented in 2016 board cycle. I think there are other factors in play such as the introduction of milestone and linking milestone completion with promotion. I suspect it will take at least another 3 years of boards before the community stabilizes and comes to appreciate the ramifications that milestone has had on the overall career path coupled with the removal of zone stamps.

Do I like the removal of zone stamps? When announced, I did, because I thought that BZ might have had a chance of hitting the statutory limit of having 10% of the selections coming from the BZ. Seems that the talent initiatives should rewards people that are moving and shaking things. However, seems BZ has been reduced and AZ selections are now in vogue. Why is that? Might be that the board actually did have a perceived bias against AZ records. Could be that reporting seniors (RS) know that AZ picks are now more viable and try and get them "get well FITREP's". But I think there's also a larger systemic issue with the FITREP system in general as they way that rankings are determined (not just by the RS, but also by the RS's advisors) is heavily influenced by seniority and part of that is because of the way that the current FITREP system enforces forced distributions vs. the burden of evidence required to justify stagnating and/or marking a regression. Until that's fixed, I think there's going to be unhappiness in any board system as ultimately the board acts as the arbiter of the inputs that are fed to it.

I have wondered about this for a while, with renewed curiousity based off the FY19 CDR results. How much does timing impact the ability to check all the boxes / wickets as an O4 (or as an O5 etc.). In looking at the board convening order, fully qualified LCDRs will have completed O4 Milestone or leadership (I did think it was a requirement to complete O4 Mileston to be eligible for O4 leadership jobs ... I digress), demonstrated proficiency in CW mission areas (SIGINT, Cyber, EW) in Milestone AND (not or) major staff assignments and graduate education (the "best qualified" having graduate STEM degrees). I wonder if the increase in AZ selections is related to the amount of things that are on the list to complete as an O4 and how much the timing of PCSs, selections, promotions etc. may impact a relatively tight 5 year window which really may be 2 assignements.
