There are a select few USNA and ROTC candidates that are commissioned directly to IWC designators; however, the majority of them are NPQ (Not Physically Qualified) for URL designators vice (PQ) Physically qualified.
While it is good that we have gotten more USNA/ROTC accessions over the last few years, we are still not close to our URL counterparts on percentage of our accessions from those sources. For example, in FY16 the URL designators were ~1/3 USNA, ~1/3 ROTC, ~1/3 OCS where the IWC designators ended up ~1/8 USNA, ~1/8 ROTC, and ~75% OCS...and we are talking small numbers for IWC compared to URL. While these are very general breakdowns you see a disparity...but if you read the USNA's Mission, Functions, and Tasks document, it states that 95% of all graduates will be commissioned as URL officers, meaning that policy will need to change. The desire to more evenly distribute accessions to IWC designators is an ongoing discussion and will continue with the new N2N6, but we are fighting a heavy URL centric culture.
