How is it that the military selection board for this program was held in December, yet the info was never put out? It definitely wasn't put out on any IW or IP distro. This is a great opportunity for IP and IW JOs. I wasn't personally planning to apply, but I know several highly qualified individuals who didn't find out about this year's board until it had passed.

Yeah, something like that. It's a three year program. You do some coursework up front for a few months. Then you do three 9-month tours. There are civilians and military in the program.

Job Description

Our nation has entered a new era that brings profound changes to the way the National Security Agency conducts its mission. The explosion of the World Wide Web has created a need for the Computer Network Operations (CNO) mission. This very important mission is comprised of three major parts: network defense, network attack, and computer network exploitation. In order to carry out these functions NSA is looking for people who are highly skilled and impassioned about winning the war in cyberspace. These are NOT your average Computer Science or Engineering jobs!

The Computer Network Operations (CNO) Development Programs provide the opportunity for a select group of individuals to further develop their skills in the technical areas supporting CNO. CNO consists of Computer Network Defense (CND), Computer Network Exploitation (CNE) and Computer Network Attack (CNA). The goal of the programs is to develop a cadre of technical leaders who will enable the DoD?s and the military services? capabilities to lead the way in CNO.

The CNO Development Programs consist of five independent programs each with a different focus area. These programs are technically demanding rotational opportunities over a 3-year period with a follow-on assignment individually tailored to best capitalize on one?s expertise. Participants will each have a senior mentor and choice opportunities to work in high visibility organizations with the latest technologies. Each program consists of core training that will last from 2-5 months depending on the program.

Graduates from these programs are aggressively sought after because of their in depth knowledge and breadth of experiences.
Qualifications
Candidates must have a minimum of:
- Bachelor's degree in Computer Science, Information Assurance, Computer Engineering, Electrical Engineering or Mathematics preferred
- Exceptional academic performance
- Strong oral and written communications skills
- Knowledge in one or more disciplines of telecommunications or networks with a demonstrated interest in, and ability to perform technical hands-on work.

U.S. Citizenship is required for all applicants. Reasonable accommodations provided to applicants with disabilities during the application and hiring process where appropriate. A question for the group. Someone at work has a son-in-law (IP type) that is interested in applying for the program. He was wondering whether his FITREPs would be non-observed while enrolled in the program.

I figure he will be assigned to NIOC MD. But this being an internship that is heavily focused on a rigorous PQS, I wasn't sure if it more closely aligned with a NPS tour or he would be expected to be a participating member of the wardroom (including leadership, collateral, et al duties.)

I'm no expert on the program, but one of my former bosses was in the program and received observed FITREPs from NIOC MD. NIOC MD has many JOs spread all around Ft. Meade not working directly for the Navy. They still do collaterals and such. While in CNODP, you'll do three "tours" around Ft. Meade after the initial training.

SUBJECT: CALL FOR APPLICANTS FOR THE COMPUTER NETWORK OPERATIONS DEVELOPMENT PROGRAM (CNODP) CLASS OF 2016

1. (U) THIS IS A CALL FOR THE CNODP CLASS OF 2016. THE CNODP IS COMPRISED OF BOTH THE SYSTEM AND NETWORK INTERDISCIPLINARY PROGRAM (SNIP) AND THE GLOBAL NETWORK EXPLOITATION AND VULNERABILITY ANALYST (GNEVA) DEVELOPMENT PROGRAM (GDP). THIS IS AN OPPORTUNITY FOR A SELECT GROUP OF HIGHLY TECHNICALLY INCLINED INDIVIDUALS TO FURTHER DEVELOP THEIR SKILLS IN THE AREAS OF SECURE SYSTEM DESIGN, VULNERABILITY ANALYSIS , COMPUTER NETWORK DEFENSE (CND), AND COMPUTER NETWORK EXPLOITATION (CNE). THE GOAL OF THE PROGRAM IS TO DEVELOP A CADRE OF TECHNICAL LEADERS WHO WILL IMPROVE THE DOD'S AND THE SERVICE'S CNO CAPABILITIES. THE SNIP AND GDP EXECUTIVES EXPECT THE NEXT CLASS TO START IN JULY 2013. THE PROGRAM IS A TECHNICALLY DEMANDING THREE-YEAR TOUR WITH A FOLLOW-ON ASSIGNMENT INDIVIDUALLY TAILORED TO EACH APPLICANT TO BEST CAPITALIZE ON HIS/HER EXPERTISE. THE RNLT DATE WILL BE 1 MAY 2013 TO ALLOW SUFFICIENT TIME FOR INPROCESSING, ORIENTATION AND SECURITY CLEARANCE VERIFICATION. ALL CANDIDATES MUST HAVE A FULL TS//SI CLEARANCE AND CURRENT COUNTER-INTELLIGENCE POLYGRAPH TO START THE PROGRAM.

2. (U) THIS MESSAGE SERVES AS THE REQUEST FOR CNODP CANDIDATES WITH THE FOLLOWING DESIRED QUALIFICATIONS:

E. DESIRED MILITARY GRADE IS 0-1 TO 0-4; HOWEVER, WELL-QUALIFIED ENLISTED, AND WARRANT OFFICERS, WILL BE GIVEN EQUAL CONSIDERATION. FOR SERVICE CRYPTOLOGIC ELEMENT (SCE) CIVILIANS, THE DESIRED GRADE IS GS-7 TO GS-12. PREVIOUS ASSIGNMENTS SHOULD INCLUDE EXPERIENCE IN TELECOMMUNICATIONS OPERATIONS, COMPUTER NETWORK OPERATIONS, SIGINT COLLECTION OPERATIONS, INFOSEC/INFORMATION ASSURANCE, OR R&D.

F. DEMONSTRATED PROGRAMMING SKILLS IN AT LEAST ONE OF THE FOLLOWING: C, C++, JAVA, PERL, PYTHON, ETC.

G. SELECTED APPLICANTS MUST POSSESS A TS / SCI SECURITY CLEARANCE AND CURRENT COUNTER-INTELLIGENCE POLYGRAPH WHEN THEY REPORT FOR CLASS IN JULY 2013.

3. (U) REQUEST EACH SCE FORWARD THIS TO RESPECTIVE SERVICE PERSONNEL CENTERS TO ADVERTISE THIS OPPORTUNITY WITHIN THEIR APPROPRIATE TECHNICAL COMMUNITY. THIS SHOULD INCLUDE, BUT IS NOT LIMITED TO, CRYPTOLOGIC, INTELLIGENCE, COMMUNICATIONS AND COMPUTER SCIENCE, SCIENTIFIC, ENGINEERING, ACQUISITION, AND OPERATIONS FIELDS. PLEASE NOTE THERE MAY BE AN ACTIVE DUTY SERVICE COMMITMENT UPON GRADUATION. FOR EXAMPLE, AFI 36-2107, CONSIDERS CNODP AS A 20-WEEK PLUS TRAINING COURSE; THEREFORE, THEY LEVY A 3-YEAR ACTIVE DUTY SERVICE COMMITMENT UPON GRADUATION.

4. (U) DUE TO THE SMALL CLASS SIZES AND TO ALLOW FOR PARTICIPANTS FROM OTHER DOD AGENCIES, EACH SERVICE CAN NOMINATE A MAXIMUM OF 15 APPLICANTS. ADDITIONALLY, THE SERVICES ARE RESPONSIBLE FOR PROVIDING THE BILLETS FOR THEIR SELECTED APPLICANTS.

5. (U) SELECTION WILL BE BASED ON A THOROUGH REVIEW OF EACH APPLICATION PACKAGE AND AN INTERVIEW WITH THE NSA SELECTION BOARD. THE APPLICATION PACKAGE SHOULD CONSIST OF THE FOLLOWING:

A. APPLICANT'S MILITARY SERVICE RECORD (ASSIGNMENT MANAGEMENT SYSTEM CONSOLIDATED SURF OR VMPF DATA VERIFICATION BRIEF) AND SCHOOL TRANSCRIPTS;

B. LETTER OF RECOMMENDATION FROM THE INDIVIDUAL’S COMMANDING OFFICER;

C. LETTER OF RECOMMENDATION FROM THE INDIVIDUAL’S SUPERVISOR ATTESTING TO HIS/HER TECHNICAL SKILLS AND ABILITIES;

D. AN OPTIONAL LETTER OF RECOMMENDATION AT THE APPLICANT’S DISCRETION; AND

E. A LETTER FROM THE APPLICANT (TWO PAGES OR LESS) ANSWERING THE FOLLOWING:

(1). WHY DO YOU THINK THAT CNODP IS THE RIGHT CHOICE FOR YOU? WHAT ARE YOUR GOALS THAT YOU WISH TO ACCOMPLISH IN CNODP?

(2). WHAT EXPERIENCE WITH PROGRAMMING LANGUAGES DO YOU HAVE? LIST EACH PROGRAMMING LANGUAGE AND YOUR FAMILIARITY WITH IT, HOW LONG YOU CODED IN IT, AND THE YEAR YOU LAST CODED IN IT. ONLY INCLUDE LANGUAGES FOR WHICH YOU HAVE ACTUALLY WRITTEN (OR MODIFIED) CODE. INCLUDE ANY ASSEMBLY, HIGH-LEVEL AND SCRIPTING LANGUAGES.

(3). OTHER THAN PROGRAMMING LANGUAGE EXPERTISE LISTED ABOVE, HOW DOES YOUR EXPERIENCE AND TRAINING RELATE TO THE CORE FIELDS (HARDWARE, SOFTWARE, AND NETWORKS)?

(4). TEAMING: DESCRIBE A TEAMING EXPERIENCE THAT YOU HAVE HAD WHERE YOU WERE A MEMBER AND A TEAMING EXPERIENCE WHERE YOU WERE A LEADER. DESCRIBE YOUR ROLE ON THE TEAM AND HOW YOU CONTRIBUTED.
