Below is the NAVADMIN detailing the FY-14 Navy Legislative Fellows Program. I am currently a FY-13 Fellow and can say that the last few months have been incredibly educational, informative and a little bit of fun.

RMKS/1. THIS NAVADMIN ANNOUNCES THE APPLICATION PROCEDURES FOR THE FY-14 NAVY
LEGISLATIVE FELLOWS PROGRAM. THE LEGISLATIVE FELLOWS PROGRAM ALLOWS NAVAL
OFFICERS AND DEPARTMENT OF THE NAVY CIVILIANS TO BROADEN THEIR UNDERSTANDING
OF THE LEGISLATIVE PROCESS AND THE OPERATION OF CONGRESS THROUGH A YEAR-LONG
FULL-TIME ASSIGNMENT TO A CONGRESSIONAL MEMBER OR TO THE PROFESSIONAL STAFF OF
A DEFENSE OVERSIGHT COMMITTEE. THE LEGISLATIVE FELLOWS PROGRAM ALSO ENHANCES
THE NAVY'S ABILITY TO FULFILL ITS ROLE IN THE NATIONAL POLICY DEVELOPMENT
PROCESS. POTENTIAL FELLOWS MUST HAVE DEMONSTRATED SUSTAINED SUPERIOR
PERFORMANCE AND POTENTIAL FOR FUTURE ASSIGNMENTS IN CRITICAL BILLETS.

2. MILITARY APPLICANTS. PER REF A, SUBMIT APPLICATIONS AND PROVIDE AN
OFFICER PHOTOGRAPH, NO LATER THAN (NLT) 15 MARCH 2013. PARTICIPATION IS
LIMITED TO SERVICE COLLEGE-ELIGIBLE UNRESTRICTED LINE OFFICERS, RESTRICTED
LINE OFFICERS, AND STAFF CORPS OFFICERS IN THE PERMANENT GRADES OF O3 THROUGH
O5. THE SELECTION PROCESS WILL FOCUS ON INDIVIDUAL PERFORMANCE, PROMOTION
POTENTIAL, ACADEMIC AND SUBSPECIALTY QUALIFICATIONS, NEEDS OF THE NAVY, AND
AVAILABILITY FOR FOLLOW-ON ASSIGNMENT. OFFICERS WHO HAVE PERMANENT CHANGE OF
STATION ORDERS ISSUED WILL NOT BE CONSIDERED. IF SUBMITTING APPLICATION VIA
ELECTRONIC MAIL, ENCRYPTION MUST BE USED TO PROTECT PERSONALLY IDENTIFIABLE
INFORMATION. THE ELECTRONIC SUBMISSION SHALL HAVE ONE PDF FILE ATTACHED THAT
INCLUDES THE APPLICATION AND PHOTOGRAPH.

3. A YEAR-LONG FELLOWSHIP FOLLOWED BY A UTILIZATION TOUR MAKES THIS A
TWO/THREE YEAR PROGRAM FOR WHICH CAREER TIMING IS AN IMPORTANT CONSIDERATION
FOR MILITARY APPLICANTS. ALL OFFICER APPLICANTS MUST CONTACT THEIR DETAILERS
FOR COUNSELING ON THE CAREER IMPACT OF PARTICIPATION IN THE LEGISLATIVE
FELLOWS PROGRAM. IN ORDER TO BE CONSIDERED BY THE NAVY SELECTION BOARD, A
WRITTEN/SIGNED STATEMENT FROM THE DETAILER MUST BE INCLUDED IN THE NOMINATION
PACKAGE. SAMPLE STATEMENT IS AS FOLLOWS: "I, (DETAILER RANK, NAME, AND
TITLE), HAVE ADVISED (APPLICANT RANK, NAME) OF THE POTENTIAL CAREER IMPACT OF
THIS PROGRAM. HE/SHE HAS BEEN ADVISED THAT SUCH A POSITION COULD HAVE AN
UNFAVORABLE IMPACT UPON HIS/HER CAREER. ADDITIONALLY, OUR COMMUNITY CAN
SUPPORT HIS/HER ABSENCE FOR THE TIME PERIOD OF THE FELLOWSHIP AS WELL AS THE
PAYBACK OBLIGATION."

4. MILITARY APPLICANTS SHOULD VISIT THE BELOW WEBSITE FOR ADDITIONAL PROGRAM

5. CIVILIAN APPLICANTS. SENIOR CIVILIAN EMPLOYEES, GM/GS-13, AND ABOVE OR
EQUIVALENT, INTERESTED IN THE LEGISLATIVE FELLOWSHIP PROGRAM ARE ENCOURAGED
TO CONTACT THEIR LOCAL CIVILIAN TRAINING OFFICER FOR INFORMATION ON SUBMISSION
OF APPLICATIONS FOR THE FY-14 PROGRAM. PARENT COMMANDS ARE RESPONSIBLE FOR
ALL PROGRAM COSTS. QUESTIONS CONCERNING NAVY DEPARTMENT CIVILIAN
PARTICIPATION IN THE LEGISLATIVE FELLOWSHIP PROGRAM SHOULD BE DIRECTED TO MS.

6. UPON NOTIFICATION, SELECTEES MUST BE AVAILABLE TO REPORT TO WASHINGTON,
DC, NLT NOVEMBER 2013 FOR AN ORIENTATION PROGRAM, FOLLOWED BY A FULL-TIME ONE
YEAR ASSIGNMENT TO A MEMBER OF CONGRESS OR THE PROFESSIONAL STAFF OF A
CONGRESSIONAL COMMITTEE. DURING THE FELLOWSHIP, OFFICERS WILL BE ASSIGNED TO
THE OFFICE OF LEGISLATIVE AFFAIRS FOR ADMINISTRATIVE PURPOSES. THE ONE YEAR
FELLOWSHIP IS TYPICALLY FOLLOWED BY A UTILIZATION TOUR OF AT LEAST ONE YEAR IN
LENGTH IN A LEGISLATIVE-RELATED ASSIGNMENT ON A SENIOR HEADQUARTERS STAFF.
UPON EXECUTION OF ORDERS, FELLOWS AGREE TO SERVE FOR THREE YEARS FOLLOWING
QQQQ COMPLETION OR TERMINATION OF THE FELLOWSHIP.

What does a "utilization tour" mean for an 1810? Is there anything specific that an 1810 would do after their 1-yr legislative period? Or is it the same as the tour that a URL would do?

All-in-all, sounds like an interesting program.

What do you think the best timing is? Do you think this is a bettor O-4 or O-5 opportunity?

A utilization tour is a tour in legislative affairs, either Navy, OSD, COCOM etc. Upon completion of the fellowship you add a Legislative Fellow AQD, and then after the utilization tour you add another Legislative Affairs AQD.

As for something specific for an 1810, not really. There are a limited number of billets and you may be just required to fulfill the 3-year service obligation (but you will not get the second AQD mentioned above).

Currently the majority of the fellows are O4's. I was not selected for O4 until after the results of the interviews came out. I am one of two RL's in the cohort (the other is an HR officer).

The FY13 cohort has officers that range from a mid-grade O3 (pilot) to a post DDG command O5. Since our (RL) career timelines are a bit off-synch of the URL tracks, it probably boils down to the individual timing of your career milestones.

Also, as part of the program you are enrolled in the Georgetown Government Affairs Institue certificate program for a graduate certificate in Legislative Studies (tuition paid by the Navy). It is required that a fellow complete the certificate during their year on the Hill.
