Apparently the device malfunctioned and fell on an Afghani. Rest of the article talks about R&D for new devices.

Yeah - I saw that and couldn't believe it. I guess I'm used to the old fashioned way - handing them out myself.

Our Army PSYOP bubbas had this distant cousin of a UAV that looked like something from the Wright Brothers era. It was a metal cylinder with a giant fan as a propeller and a paraglider chute.The Marines jokingly called it the "Spruce Goose". When it did take flight, it would inevitably crash, sometimes on an Iraqi rooftop. We had a funny photo of the locals encircling and prodding one wrecked goose with their AK-47s like it was some sort of space craft.
