This just reeks of "We don't know what we're doing, so we'll bring in contractors (under a nebulously broad five-year, indefinite delivery, indefinite quantity contract) to tell us what to do and how to spend our money." We might as well surrender our swords to the nearest contractor. We won't need them once the self-neutering is complete. Don't forget to ask for a post-retirement job while you're at it.
