Because endless blue folders, software designed in 1998, and a system that ties the RS hands is much better.

My former department head from my afloat PCS tour is an O-4 aide working for one of the Admirals rolling this out. He's super stoked on it, so I'm cautiously optimistic that it'll be done right. Changing culture is always the most difficult task for organizational leadership, so it won't be easy trying to get people to shift mindsets from not wanting to hurt someone's career to being honest about someone's abilities and potential.
