The 10 days of leave likely wouldn't be enough for the boat to bsp or bump the pier just to let you off. I would assume deployments would trump taking the leave immediately.

No one is phasing out LDOs, and if you look at the FY09 IW accession numbers posted here by the IW CM earlier this year the number of OCS grads is actually being significantly reduced.
