Re: FY19 board Statistics (CAPT & CDR) - 1810

This: "if the pro rata screen rate against those milestones is favored to shore than I think we have a really freakin' big problem as a sea going service." I, too, really fear the exodus of officers who know what the hell is going on the waterfront. Lack of sea going competence is manageab...

Re: FY-19 NAVY ACTIVE-DUTY COMMANDER LINE SELECTIONS

indeed, lots of folks turn down jobs, lots of folks volunteer the 'don't pick me' when the MS options aren't lining up for what/where they want. as for a CO decision to cycle folks through for MS credit - well, that's kind of the problem. the numbers aren't supposed to add up. i wonder if that type ...

Re: FY-19 NAVY ACTIVE-DUTY COMMANDER LINE SELECTIONS

Not convinced milestones make a difference. Everyone IZ has the same 'requirements' for the next rank and timing pretty much affects everyone equally. Also, believe a fair number of selects didn't have milestone, and a few with milestone didn't select. It's really about the paper. If timing is an is...

Re: FY-19 NAVY ACTIVE-DUTY COMMANDER LINE SELECTIONS

Fundamentally comes down to the FITREP and whether the reporting senior is willing to accept the responsibility (and it is a responsibility) to decide who should and who shouldn't be in a position of greater authority and responsibility. Most abdicate their responsibility to the board and it guesses...

Re: FY-19 NAVY ACTIVE-DUTY COMMANDER LINE SELECTIONS

Biggest theme is: Removal of AZ/IZ designations generates many more AZ selections... ...many more. It is tougher to promote when IZ and BZ. Promotion dates move to the right on the career timeline. Not sure if this was the intent of removing AZ/IZ markers or an unintended consequence. Is this good f...

Re: Significant changes to LDO for IWC

For sure. Too bad, really, as these measures (along with the 5 year thing) increasingly stratify the force and further separate Fleet experience from policy making (where we already have a deficit).

Re: Significant changes to LDO for IWC

@COMEVIL: I fear you are correct. As for detailers, there is no latitude, willingness, or benefit for them to go off script; the response doesn't surprise. @Sum1: If you prefer, you can use experience, know-how, history, instinct, strength, accomplishment, personality, passion, and many other terms ...

Re: Significant changes to LDO for IWC

It's not this community - it's the navy. I'm curious to get your take - what do you think the Navy is trying to accomplish? Do you see a balancing act between wardroom competence and numbers management (I do) or do you feel we have sufficient wardroom competence to afford such a change?
